大家好,上次跟大家分享花蓮大地震後的狀況,上個禮拜三,台灣時間4月16號,台灣前總統馬英九和中國領導人習近平在北京會面,這是繼2015年後,兩個人第二次見面,今天想跟大家分享我對於馬英九和習近平的第二次見面的觀察。
馬習二會是什麼?
馬習二會是在台灣時間4月16號,下午四點於中國北京的人民大會堂舉辦,人民大會堂是中國舉行政治、外交的場所之一。這是第二次馬英九和習近平見面,雙方互相重申「九二共識」,也就是一個中國原則,反對台灣獨立,強調兩岸人民是同樣的血緣,希望兩岸未來能夠用和平方式統一。
台灣政府的看法
馬習二會之後,台灣處理中國的政府單位陸委會表示,台灣八成的民眾不認同中共所堅持的「九二共識」,認為前總統馬英九沒有反應台灣人民的民意,並強調中國和台灣的差異不是語言和文化,而是政治體制和生活方式。
美國政府的看法
身為台灣最重要的盟友美國,**美國國務院對於馬習二會表示支持,鼓勵中國和台灣在尊嚴和尊重的基礎下持續對話。**在馬習二會見面的這天,剛好是美國和台灣簽訂《台灣關係法》的第四十五週年,《台灣關係法》中反對中國或台灣任何一方隨意改變現況,並表示台灣的未來由台灣人民決定,而美國必須提供台灣武器,讓台灣有自衛的能力。
台灣人民的看法
在台灣有支持也有反對的聲音,支持馬習二會的台灣人認為,馬英九能夠和習近平見面,讓台灣和中國緊張的情勢有了一些緩解。反對馬習二會的人則認為,馬英九的一個中國政策,以及談話的內容,並不符合台灣的民意,也在降低台灣的國格。
我自己的觀察
馬習二會能夠舉辦,坦白說我相當的驚訝,我沒有想到習近平竟然願意見一個已經沒有任何政治實權的中國民國前總統,根據我看到的報導,由於習近平非常開心馬英九之前在接受德國媒體採訪時,表示要相信習近平,因此答應會面。
在他們實際見面之後,我打開電視,發現台灣電視台的報導非常少,馬習二會的新聞可能比社會新聞還要少,我覺得台灣政府並不希望馬習二會受到太多關注,畢竟民進黨執政即將邁入第九年,雙方關係越來越不好,完全沒有任何談判的空間,還得透過國民黨來能溝通,對於民進黨政府來說絕對不是一件好事。
很多人認為這場會面,中國吃了很多台灣的豆腐,我個人也不贊成前總統馬英九說的話,但我也清楚知道,在中國的地盤上,你得學會說中國政府想聽的話,而且我認為能夠見面總比不能見面好,能對話總比不能對話好,的確和中國統一這件事並非台灣主流的民意,然而,**我認為溝通和談判有很多技巧,能夠聰明的「避免戰爭」才是最重要的。**我相信許多台灣人民現在最希望的並不是我們喊著台灣獨立,因為我們早就認為台灣已經是一個國家,許多人最希望的應該是兩岸沒有戰爭,畢竟看了最近的烏俄戰爭和以巴戰爭,大家都認知到戰爭的可怕。

Hello everyone, last time I shared with you the situation following the earthquake in Hualien. Last Wednesday, April 16th, Taiwan time, former Taiwanese President Ma Ying-jeou and Chinese leader Xi Jinping met in Beijing. This was their second meeting since 2015, and today I want to share my observations on the second meeting between Ma Ying-jeou and Xi Jinping.
What is the Ma-Xi Meeting?
The Ma-Xi Meeting took place at the Great Hall of the People in Beijing, China, at 4 p.m. Taiwan time. The Great Hall of the People is one of China's venues for political and diplomatic events. This was the second meeting between Ma Ying-jeou and Xi Jinping. Both sides reiterated the "1992 Consensus," which emphasizes the One China principle and opposes Taiwan independence. They emphasized that people on both sides of the Taiwan Strait share the same bloodline and expressed hope for peaceful reunification in the future.
Taiwan Government's Perspective
After the Ma-Xi Meeting, Taiwan's Mainland Affairs Council, the government body responsible for handling China-related affairs, stated that 80% of Taiwanese people do not agree with the "1992 Consensus" insisted upon by the Chinese Communist Party. They believe that former President Ma Ying-jeou did not reflect the will of the Taiwanese people and emphasized that the difference between China and Taiwan lies not in language and culture but in political systems and ways of life.
U.S. Government's Perspective
As Taiwan's most important ally, the United States expressed support for the Ma-Xi Meeting, encouraging continued dialogue between China and Taiwan on the basis of dignity and respect. Coincidentally, the day of the Ma-Xi Meeting marked the 45th anniversary of the signing of the Taiwan Relations Act, which opposes any unilateral changes by China or Taiwan and asserts that Taiwan's future should be decided by its people. The act also mandates the provision of defensive weapons to Taiwan by the United States.
Taiwanese Public Opinion
There are both supportive and opposing voices in Taiwan regarding the Ma-Xi Meeting. Supporters believe that the meeting between Ma Ying-jeou and Xi Jinping has eased tensions between Taiwan and China. Opponents argue that Ma Ying-jeou's One China policy and the content of the dialogue do not align with the will of the Taiwanese people and diminish Taiwan's sovereignty.
My Observations
I was quite surprised that the Ma-Xi Meeting took place. I didn't expect Xi Jinping to be willing to meet with a former President of the Republic of China who holds no political power. According to reports I've seen, Xi Jinping was pleased because Ma Ying-jeou had previously expressed trust in him during an interview with German media.
After their actual meeting, I noticed very limited coverage on Taiwanese television. News about the Ma-Xi Meeting seemed scarcer than social news. I feel that the Taiwanese government may not want too much attention on the Ma-Xi Meeting, especially since the Democratic Progressive Party has been in power for nearly nine years, and relations between the two sides have deteriorated with no room for negotiation, requiring communication through the Kuomintang, which is definitely not favorable for the DPP government.
Many people think that in this meeting, China gained many advantages over Taiwan. Personally, I don't agree with what former President Ma Ying-jeou said, but I also understand that on Chinese soil, you have to learn to say what the Chinese government wants to hear. Moreover, I believe that being able to meet is better than not being able to meet, and dialogue is better than no dialogue. Certainly, reunification with China is not the mainstream opinion in Taiwan, but I believe that there are many skills in communication and negotiation, and being able to "avoid war" intelligently is the most important. I believe that what many Taiwanese people hope for now is not shouting for Taiwan independence because we already consider Taiwan a country. What many people hope for is that there will be no war across the Taiwan Strait, especially considering recent conflicts like the Ukraine-Russia war and the Israel-Palestine conflict, which have made everyone aware of the horrors of war.
